Dr. Khoja said that the Cabinet discussed a number of issues in local affairs, commending the Kingdom's ranking 12th in the quality of roads, among 144 countries, in The Global Competitiveness Report, published by World Economic Forum in Switzerland for the year 2012-2013. The Minister explained that the Cabinet continued its discussion of the agenda and issued the following decisions: First: After reviewing what has been submitted by the Ministry of Interior regarding the phenomena of foreign laborers who are working for their non-original sponsors and the runaway of some domestic workers from their sponsors, the Cabinet decided the following: First: Amending Article (thirty-ninth) of the Employment System, issued by Royal Decree No. (M / 51) dated 23/08/1426, to become as the following: Article thirty-ninth: 1 - It is not allowable that the employer lets his worker works for others, it is not allowable that a worker works for another employer, and the employer is not allowed to recruit workers of others. The Ministry of Labour shall inspect facilities, and investigate irregularities discovered by the inspectors, and then forward them to the Interior Ministry to apply penalties on them. 2 - The employer is not allowed to let his worker works for his own account, nor the worker is allowed to work for his own account. The Ministry of Interior shall arrest, deport and sanction violators of workers for their accounts in the streets and those absent from work, as well as the employers of the workers and those allowing them to work under their names or hiding them, their transporters and anyone who has a role in the offense.
