The third guide is directed in particular to government sectors and officials of procurements and tenders on the general guidance for the fight against collusion between bidders, which helps workers in the management of procurement determine the steps that are important to be followed when designing tenders to reduce the risk of collusion practices in order to promote competition, as the guide shows the steps involved to detect collusive practices, and it is also useful for those working in the private sector who engage in acts of public procurement, and in addition to the guide, there is a brief folder on the same subject.
The Council also issued a guidance folder entitled "what to do and be avoided by commercial committees," which describes the importance all commercial committees to put in mind that their members may have been responsible for violations of the competition system.
